The FTC PTAC Contributes Significantly to Regional Economic Development and Mitigates Negative Impacts of Military Base Closures

Mr. Tim Terry, Chairman of the Board, and the Directors of The Federal Technology Center (The FTC), a not-for-profit corporation, are pleased to report on the phenomenal success of our Procurement Technical Assistance Center (The FTC PTAC) in our first program year.

The FTC PTAC's mission is to promote economic and small business development through federal, state, and local government contracting opportunity education, bid matching services, counseling, resources, and outreach programs. Our service area includes the Northern California counties of Shasta, Tehama, Butte, Sutter, Yuba, Nevada, Placer, Yolo, Sacramento, and El Dorado.

Our PTAC has been well received by small businesses in the community --- we currently have 298 clients, representing businesses from each of our 10 counties. Free government contracting training and one-to-one counseling, with flexible scheduling at various locations, has been very attractive to employers, new start-up companies and established companies interested in moving into the government marketplace. We have taught 103 training classes, held 825 one-to-one counseling sessions, and enrolled 67 businesses in our bid-matching service to help them locate government contracting opportunities. With two months remaining in the 2000-2001 program year, our accomplishments have far exceeded the Defense Logistics Agency's (DLA) yearly program goals for number of active clients, training seminars, and counseling sessions.

The Defense Contract Management Agency in San Francisco performed a full day review of our PTAC program in May and made the following out-briefing comments: "Amazing accomplishments in such a short period of time" and "Well organized with excellent documentation". The FTC PTAC was awarded a "HIGHLY SUCCESSFUL" rating, virtually "unheard of" for a new PTAC established less than a year ago.

The efforts of The FTC PTAC have been focused on our goals to increase small business revenues, create jobs and improve the regional economy. And that's just what we did! By June 2001, our small business clients reported $5.5 million dollars in contract awards from the Department of Defense (DoD), State of California, and local agencies. The DLA, that awards matching federal funds to PTAC Programs for the DoD, reports that one job is created for every $42.5K in contract awards received by PTAC clients. Based on this figure, the contract awards reported by our clients so far this year translate into 129 jobs created. The FTC PTAC has contributed significantly to economic development within the region and helped to mitigate the negative economic impacts of the military base closures in our area.
